Carl Johnson was born in Ganton, Los Santos, to Beverly Johnson and an unnamed father who abandoned the family when CJ was young. He grew up with older brother Sweet, sister Kendl, and younger brother Brian, befriending Melvin 'Big Smoke' Harris and Lance 'Ryder' Wilson. After Sweet became the leader of the Grove Street Families (GSF), he inducted his friends and siblings into the gang. In 1987, Brian was killed during a drive-by, an event that strained CJ's relationship with Sweet and led to CJ moving to Liberty City for five years. There, he worked as a car thief for Mafia member Joey Leone. In 1992, news of Beverly's murder in a drive-by shooting brought CJ back to Los Santos. Upon arrival, CRASH officers Tenpenny, Pulaski, and Hernandez intercepted him, revealing they intended to frame him for Ralph Pendelbury's death to cover their own corruption. This blackmail forced CJ to eliminate witnesses while he tried to rebuild the fractured GSF. He reclaimed turf from the Ballas and allied with Cesar Vialpando of the Varrios Los Aztecas. However, he later learned that Big Smoke and Ryder had aided Tenpenny and the Ballas in the attack that killed his mother. This betrayal led to a firefight at the crack palace, after which CJ was arrested alone. Sweet had been arrested earlier at the motel, and was then incarcerated while CJ was exiled by Tenpenny to eliminate more witnesses across San Andreas. Over time, CJ proved his loyalty and leadership, eventually becoming the leader of the Grove Street Families.

After reuniting with friends at Beverly's funeral, CJ discovers the GSF is weak and agrees to help rebuild it. He secures an alliance with Cesar Vialpando but soon realizes Big Smoke and Ryder have betrayed the gang, helping Tenpenny hide the car used in his mother's murder. During a failed ambush on the Ballas, both CJ and Sweet are arrested. While Sweet remains in prison, Tenpenny forces CJ to do his bidding in exchange for his brother's life. Exiled to the countryside, CJ meets allies like 'the Truth', Wu Zi Mu of the Triads, and Catalina. He wins a garage from Catalina's boyfriend Claude and moves to San Fierro, turning it into a chop shop and expanding into a vehicle theft ring. In San Fierro, CJ destroys the Loco Syndicate, a drug cartel supplying his former friends, but their leader Mike Toreno reveals he is an undercover government agent. Toreno enlists CJ for shady operations, including stealing a jetpack from Area 69 and a green substance from a U.S. Army train. Relocating to Las Venturas, CJ helps Wu Zi Mu open a casino and successfully robs the rival Caligula's Palace. Meanwhile, he saves famous rapper Madd Dogg, whose career he had inadvertently ruined earlier. After Tenpenny betrays him again, ordering Pulaski to kill him, CJ survives thanks to Hernandez's intervention and kills Pulaski. With Toreno securing Sweet's release, CJ returns to Los Santos, retakes Madd Dogg's mansion from drug dealers, and reunites with his brother. Together they rebuild the GSF, track down Big Smoke, and confront him in his crack palace where he is killed. When Tenpenny arrives to collect money, he attempts to kill CJ but flees in a firetruck. Pursued by CJ and Sweet, Tenpenny loses control on a bridge overlooking Grove Street, falls, and dies of his injuries as CJ watches with his family.
